Column: Change Values Outside Column

In my 3d column chart, I am rotating the value labels and placing them inside the column. When the column is too short to have the value label inside, it is placed outside the column. Is there any way to style specifically those value labels that are outside the column?

With regard to your query, please note that for smaller values of data points, the data plot would be so small that the plot value will not get the sufficient space to display inside the plot.

 

This is the intended behavior of the chart and the plot value will display outside the column.

 

Also, there is no work around using styles available for this, from our end as of now.
