Fusion rendered in Flash display garbage on IE10

iam having a problem when rendering fusion chart as flash and contains arabic chars it displays garbage in IE10 what is the requirements needed for fusion to render correctly , what is the flash version needed please ? please help this is criticalpost-56534-0-43166800-1379490773_thumb.png

To use multi-lingual characters on the chart, you necessarily need to use UTF-8 encoded XML/HTML.

More importantly, the XML file or stream does require a BOM stamp to be present as the very first three bytes of the file.

At our end the issue is not replicated.
