Can we add tooltip to Y-axis and X-axis Label

I like to add tooltip to Y-axis and X-axis label ( or title) . Can you please let me know how can we do that if an option is avilable via XML .

Natively, we do not support the kind of you requirement. But it can be achieved with the help of annotations.
