What I can't figure out is how to set the chart's cursor to a pointer to highlight the chart is clickable. Please use the clickURL attribute at the chart level, and set the hotspot link if suitable in your case or you can also set a dummyURL as its value. Then the entire chart can now act as a hotspot.
