Can't hide ToolTip in Bullet Graph

I am using showToolTip='0' in the <chart> element but the tooltip is still showing when I hover the cursor over the chart elements (target, plot area.)  Please assist.

I am afraid, I am unable to replicate the issue after testing the XML.

 

The "tooltip" is not displaying on the Bullet graph with your XML.
