While Flash objects by themselves are not 508 compliant, FusionCharts can be made 508 compliant by using it in conjunction with FusionCharts JavaScript wrapper. When you embed a FusionCharts using its JavaScript wrapper, you can give an alternate text in the DIV that is supposed to contain the chart.
