Display a tooltip when hovering over the entire chart?

Is there way through FusionCharts to display a tooltip when hovering over the entire chart?

Alternatively, can anyone suggest a way to do it outside of FusionCharts?  I tried to apply a 3rd party JS tooltip to the div element containing the chart but it didn't work.

I'm afraid we do not support a full chart tool tip.
