Could you please use the following attributes in your chart element?

 

 

 

PYAxisMaxValue='100' (instead of YAxisMaxValue)

 

PYAxisMinValue='0' (instead of YAxisMinValue)

 

 

 

Since a Dual Y-axes chart has two axes, you need to specify pY(primary Y) and SY(secondary Y) when using attributes.
